Harston Residents’ Group meeting minutes 19.11.19

Finances: Gaynor confirmed that we have £208.89 in the HRG account and the accounts are now up to date. The website is currently registered with Saif’s credit card and has automatically renewed.

Action: GH to pay Saif back right away from the HRG account and then invoice the PC for the same amount. In future apply for HRG credit card to ensure automatic renewal.

 

Traffic: Brian and the traffic sub-committee have come up with new options for a proposed Harston bypass in response to Edward Leigh’s option using London Road that the group objected to.

 

Park & Ride: Tony Mason updated that the latest meeting was largely concerned with showing plans to improve the flow of traffic around the new P & R. The previous proposals for a tunnel under the A10 have been shelved due to cost and instead more traffic lights will be used.

The GCP have only used very basic traffic pollution monitoring and tend to average the results, however they have not shared what they have discovered. TM is working at district level to secure better air pollution monitoring in Harston, the results of which could be used to help press for a bypass, however due to the election a decision on this has been paused.

The P & R plans are now expected to go for planning in the New Year at a joint-planning authority.

Action: As soon as plans are up online HRG to circulate links so as many people as possible comment.

 

Buses: Pilgrim heard back from mayor who basically just suggested he fill in a survey the results of which won’t be implemented until 2030. CC-S suggested we conduct a survey in the village to see who would use the bus service, preferred routes and costs.

Action: Pilgrim to draft a survey.

It was suggested that perhaps if there are enough people wanting to use a bus from the village we could try and set up a not-for-profit shuttle bus. This could be explored once we have survey results.

Heritage: Hilary been in touch with heritage officer at South Cambs and PC to discuss getting our buildings of interest list adopted.

Action: Claire to add heritage policy and buildings of interest list to the website.

The Pemberton Arms: New planning submitted for modern building, knocking down the old Pem. Concerns raised that this plan will get through despite objections as that is what happened with the ugly new house next to it.

Action: Claire to send short newsletter with link to the planning page and request people leave comments.

Hilary to draft letter to CEO of Co-op

Village gate: PC thought it was a good idea and might potentially offer 106 money towards it. Whittlesford have them and apparently they cost £550 per gate.

Litter pick: The event is covered by PC insurance. It is recommend that the names of all volunteers are taken and instructions and warnings made available. Accident forms should also be available should they be required.

Action: Peter to propose date for the spring litter pick
