Minutes of HRG  Virtual Meeting 19/04/22

Minutes of last meeting, action points.

Traffic and transport

EWR.  No updates on EWR, except for new CEO, Beth West.

 

Air Quality.   Zephyr monitor. A report on the 6-month trial near Haston Primary school has been published. BW has sent copy to Claire.

Action. Report will be put on to HRG website.                                      

 

SID speed monitors.

Action. BW will collate data for next meeting.

 

Button End.   Lorry dumped bitumen in some potholes along the side of the road. Inadequate job.

Action. IR to write to Highways, copied to Harston Parish Council.

             PH to provide contact email.

 

No new transport consultations. One pending from Combined Authority

No change to other issues

 

Neighbourhood Plan

DB, HR and PN had useful meeting with Alison Talkington. Discussed what was wanted from Neighbourhood Plan. Government has Technical package available to support developing it.

Funding available for affordable housing. Call for expressions of interest for housing development is permitted. Some planning allowed on greenbelt.

Next meeting early in May. All issues from the Neighbourhood Plan Community Day will be looked at. Open spaces, biodiversity, etc should be included.

Preferable to be realistic and focused on what to tackle in the Plan. When Vision and Aims are worked out there will be another meeting to decide what funding to apply for.

Histon and Impington Plan and Foxton useful to look at.

Action. HR and PN to produce summary of progress so far to go into HRG newsletter.

             They will remove expired posters from around the village.

 

Jubilee Celebration

Action plan devised at last working group meeting. Suggestions for activities include art competition for school students, DJ, treasure hunt, sports day races, commemorative mugs, refreshments (free and paid for), bar, supervised ball pond, brass band.

 More suggestions for children’s activities welcome.

Notices will be put in the newsletter.

Volunteers needed to deliver leaflets to all houses

Action. HR to collate display of coronation celebrations

 

Help requested on the day:

1.      Help with setting up on the Saturday

2.      Welcoming/stewarding from midday

3.      Help with serving refreshments and providing cakes

4.      Help with children’s entertainment

Greener Harston

Next meeting on 30th April will focus on clearing vegetation and improving area by the bus stop opposite Neptune. Bus shelter needs cleaning

Action. BK will advertise for volunteers for the event. 

             BW to contact Chair of HPC re cleaning bus shelter

 

Eco River Group

No further action to report.

 

Artisian well

At last HPC meeting, it was agreed that the tap on the well on The Green will be turned on again to stop the water overflowing on to The Green and the road.

Action. BW to contact Chair of HPC about removing the tap or turning it on.

 

Thank you to RP for removing the ivy from the trees on The Green, and to Greener Harston group for sowing grass seed opposite The Green.

 

Village sign and environment

Suggestion that we could apply for a Harston Village sign on A10 at N and S of Harston. It would enhance the entrance to Harston and warn drivers that they are entering a village.

Action. CC-S and JR to highlight to HPC the request for signs and to have the grass cut along the side of the roads where there are no pavements to facilitate walking.

 

Planning and development

Pightle Close. A homeowner has applied for massive extension.

Action. Check and respond at SCDC Planning

 

Beach Farm. 9 houses now applied for instead of original 5. There is Permission in Principle to develop existing buildings for 5 units only.

Action. HR encourages everyone to look at the planning application

 

Byways on Station Road. Awaiting outcome of application for retrospective change in design for a bigger extension. Deadline for comments has passed, so it will be decided soon.

 

New Road. Development of no. 138. Owner allegedly wrote fraudulent letters supporting the application, which are being investigated.

 

Demolition of house on London Road. Is there an application for new development?
